The Beginning of Steering The Course

Steering The Course began in 2021 as a global initiative to strengthen women’s participation in sailing. Launched by World Sailing, it was created to address a long‑recognised gap in the sport: while sailing offers opportunities for all, women have historically been under‑represented, particularly beyond entry level. The initiative set out to change this by opening access, building confidence, and highlighting the many ways women can be involved in sailing.
From the outset, Steering The Course adopted a festival‑style approach, inviting sailing clubs worldwide to design local programmes under a shared international vision. Rather than focusing solely on competition, the initiative encouraged women and girls to experience sailing broadly—from stepping on board for the first time to exploring roles ashore that support the sport. The underlying message was clear: there is no single pathway into sailing, and every role matters.
In its early years, the focus was on introduction and participation, with taster sessions and informal experiences helping newcomers feel welcome. Over time, the initiative evolved to place greater emphasis on skills development, leadership, and progression, shining a light on coaching, race management, officiating, and volunteering. These evolving themes helped transform Steering The Course from an entry‑level event into a platform for sustained involvement.
Hebe Haven Yacht Club has played an active role as a host of Steering The Course in Hong Kong since its first year. Set at Pak Sha Wan, the Club’s programme combines on‑water activities with social and educational elements, creating an inclusive environment for participants of all ages and experience levels. A key feature of Hebe Haven’s festival is its collaboration with Sailability Hong Kong, ensuring that accessibility and inclusive sailing are central to the experience.
Today, Steering The Course is recognised as more than an annual festival. It is a movement that connects communities, nurtures confidence, and supports women to participate, develop, and lead—both on the water and beyond.
